Closing the Gap:

How High-Dosage Tutoring Is Advancing Equitable Learning in Indianapolis Public Schools

Indianapolis Public Schools (IPS) ran the country’s largest, most successful, and most innovative high dosage tutoring program in the wake of the COVID pandemic.

On the state ILEARN assessment, students received the equivalent to an additional 4 months of learning.

Students who tutored for 20 or more hours grew up to 10 points in Math on NWEA’s MAP.

Pilot ran a test on in-school vs. after-school tutoring.

+9% increase in ELA Mastery and +26% increase in Math

Decided to focus in-school tutoring during the school day but also launched after-school, Tutoring for All for equity purposes.

Success with In-School Tutoring

TbT provided a full year of high-dosage tutoring to 1,670 students across 13 turnaround schools.

Students completing 10+ hours of tutoring saw gains of 10+ points in Math and 12+ points in ELA on MAP.

Students completing 20+ hours achieved 12+ point gains in ELA and 10+ points in Math on ILEARN.

Parents Love Tutoring for All

Parents loved Tutoring for All so much that it was expanded into a new year.

Students of color opted in at rates 12% higher than white students.

The program’s Net Promoter Score (NPS) surpassed many of the highest-rated brands.

Even More Gains for Turnaround Schools

TbT expanded its in-school tutoring program to 23 schools, serving 4,400+ students.

Students at turnaround schools achieved +18 more points in ELA and +19 more points in Math on ILEARN compared to non-tutored peers—equivalent to four additional months of learning.

A study found that 10+ hours of in-school tutoring equated to three extra months of schooling on the Fall-to-Spring NWEA MAP.

Tutoring for All Produces More Equitable Gains

For the second consecutive year, Black and Hispanic students were the most likely to opt in.

Students completing 20 hours of Tutoring for All outperformed non-tutored peers by 10 points in both ELA and Math on the NWEA MAP.

A Focus on Early Elementary Literacy

With the passage of SEA 1, Indiana schools must provide individualized reading support for elementary students.

To meet this goal, IPS partnered with TbT to implement the University of Florida Literacy Institute’s (UFLI) research-backed early literacy intervention curriculum, designed to help students excel on the state’s 3rd-grade literacy exam, IREAD.

Pilot

The pilot program launched across 13 schools, providing in-school and after-school high-dosage tutoring to 900 students. In just one semester, students achieved significant growth.

Because of the success of the pilot program, IPS was recognized in Chalkbeat and the Education Recovery Scorecard.

Summer ’22

A Plan to Expand

Building on the success of the spring pilot, IPS expanded for the 2022-2023 school year.

  • Supporting an additional 700 students at the district’s highest-need turnaround schools.
  • Launching a district-wide, at-home, opt-in program called Tutoring For All to support 2,000 more students.

To build buy-in, momentum and excitement, TbT hosted several events for principals and school leaders, and launched community outreach campaigns with billboards and ads, encouraging families to sign up for Tutoring For All.

Expanding Access to District-Wide Equitable Learning

That fall in-school high-dosage tutoring and Tutoring for All supported over 3,200 students in IPS.

In its first full year of implementation, students saw even more growth on both ILEARN and NWEA.

IPS was highlighted as an example of how to successfully implement a high-dosage tutoring program.

Getting Even More Students to Grow

Following another year of successful implementation and growth, the district planned to reach even more students.

  • Provide in-school high-dosage support to 4,400 students across 24 schools.
  • Expand enrollment in Tutoring For All to reach 2,700 students.

After expanding to reach more than 9,500 students, students witnessed remarkable growth on the 2024 ILEARN State Assessment.
